The 4 Basic Steps to Successful Outsourcing

If you are not experienced in outsourcing, consider hiring an experienced outsourcing consulting firm to help you through the process. Generally the large accounting firms and outsourcing vendors provide excellent support for large scale projects, and there are a number of smaller firms that can help the small and mid-size companies. If you want to manage the process on your own, even the most sophisticated project management techniques can be broken down into four simple project management stages:

Analysis

Evaluation

Implementation

Review

After you have identified potential outsourcing candidates try stepping through these steps to see if outsourcing makes sense for your organization.

Analysis.

The goal of this stage is to determine your company’s core business and to identify expensive or low performance supporting functions.

Make a list of your mission critical products and services and all supporting functions. Then determine how these sectors must perform to keep you competitive or to place you ahead of the completion. Any department or function that is not your core business, is a large cost center and is not particularly effective in delivering results is a prime candidate for outsourcing. In computing your “costs” do not forget to factor in the time that a problem area may take from your executive and support teams.

Evaluation.

The goal of this stage is to identify and match the needs of your targeted department with an outsourcing provider.

First break down the key functions of the department into its major component structural parts and major functions. A simple analysis can be performed by writing down the department name or function, the work product produced and the information/materials needed to produce that work product. Perform this exercise for the current operations and then for the “how it should be done” case. This chart will be a simple written expression of what is needed from the targeted department or function.

Now it is time to identify local and offshore outsourcing sources, get them to sign a non-disclosure agreement and send them your basic analysis. The outsourcing provider will have many more questions but you will have a simple, basic guide to make sure the provider is on course. You will likely send out a Request for Quote or a Request For Proposal which will contain your “needs” contained in your chart with a request for a solution. It is also a good idea to ask your potential outsourcing partners to send you a proposed contract for you to review at this stage.

You will want to score each provider based on price, service, quality and terms. Do a simple net present value analysis to see if the project makes sense. Above all, do not loose your sense of reality in the sea of numbers. Select the service provider that best fits your needs.

Implementation.

The goal of this step is to transfer knowledge and data from your internal department to your outsourcing partner, implement best practices and commence operations.

Implementing a new outsourcing program can be as simple as logging into a new payroll provider’s system and entering data or as complicated as divesting a major division of your company and coordinating a multi-man year conversion process. Regardless of the complexity, you need to work with your outsourcing provider to create a clear step-by-step project plan with clear actions, deliverables and due dates and have a weekly review process that quickly identifies and resolves any problems or delays. Make sure that your outsourcing partner provides you with some method to clearly track the progress of your project and have contingency plans, testing plans and reasonable penalties if key milestones are not reached. You will also need to create a transition plan for any planned staff reductions.

Review.

The goal of this step is to set up an ongoing system that maximizes the performance of both your internal staff and your outsourcing partner to make sure you get the results you need.

“If it does not get measured it does not get managed.” This must be a mantra for the team if any outsourcing project is going to be successful. Make sure that you have set up specific service level agreements (SLAs) in your agreements that have specific, measurable results. Identify project managers on your staff and with your outsourcing provider and give them targets. If you tie a compensation plan to results you will be amazed at the improvement in quality.

Software Piracy - Global Increase

Pirated software is on the increase and now accounts for over one third of the software installed on the world’s computers and it’s cost the software industry a staggering, $28bn (£12bn) last year in lost revenues. That’s the startling claim of the UK based, Business Software Alliance. Their annual survey of global software piracy shows that some 36% of software applications were illegally installed and being used during 2003.

The study, conducted for the first time on behalf of the BSA by global technology research firm, International Data Corporation, incorporated major software market segments, including operating systems and consumer software and local market software. They discovered that while software costing $81bn (£38bn) was installed onto computers around the world, only $51bn (£23bn) was actually purchased and installed legally.

The USA and Canada who collectively are the most honest when it comes to purchasing software show a software piracy rate of 23% whilst the worst offenders are within the Eastern European countries, where piracy levels are an incredible 71%. It’s difficult to draw any comparisons from previous years data as this is the first year the study has been out-sourced to an independent company and takes in a wider spectrum of software than the previous studies conducted in-house by the BSA. As well as counting the number of illegally produced software programs installed on systems, the study also includes software for where an insufficient number of site licenses have been purchased.

“Software piracy continues to be a major challenge for economies worldwide,” said Robert Holleyman, president and CEO of BSA. “From Algeria to New Zealand, Canada to China, piracy deprives local governments of tax revenue, costs jobs throughout the technology supply chain and cripples the local, in-country software industry.”

Mr Holleyman went on to say, that the IDC study reflects a logical evolution in BSA’s decade-long effort to measure piracy in the global economy. Its scope was expanded to account more accurately for trends such as the growth of local software markets worldwide and the acceleration of Internet piracy.

For its analysis, IDC drew upon its worldwide data for software and hardware shipments, conducted more than 5,600 interviews in 15 countries, and used its in-country analysts around the globe to evaluate local market conditions. IDC identified the piracy rate and dollar losses by utilizing proprietary IDC models for PC, software and license shipments by all industry vendors in 86 countries.

The study found that the size of a regional software market is the critical link between piracy rates and actual dollars lost. For instance, 91 percent of software installed in the Ukraine in 2003 was pirated, as compared to 30 percent in the U.K. But dollar losses in the U.K. ($1.6 bn) were about 17 times higher than those in the Ukraine ($92.1m). This difference is attributed to a much larger total PC software market in the U.K. than in the Ukraine.

“A number of factors contribute to the regional differences in piracy, including local-market size, the availability of pirated software, the strength of copyright laws, and cultural differences regarding intellectual property rights,” said John Gantz, Chief Research Officer at IDC. “Unfortunately, we found that high market growth regions also tend to be high piracy regions, such as China, India and Russia. If the piracy rate in emerging markets - where people are rapidly integrating computers into their lives and businesses - does not drop, the worldwide piracy rate will continue to increase.”

“The fight for strong intellectual property protection and respect for copyrighted works spans the globe, and there is much work to be done,” Mr Holleyman said. “BSA will continue to work with governments to enact policies to protect software intellectual property as well as implement programs to raise business and consumer awareness about the importance of copyright protection for creative works. Lowering the piracy rate will stimulate local economic activity, generate government revenue, create job growth and cultivate future innovation.”

Beware of The Pirated Software E-Mail Scams!

You have gotten those E_Mails buy software at deep discounts. It is very tempting to save 85% to 95% on your favorite Software Titles. Why would you pay $279 for Windows XP when you can pay $49. Most of the times these are Pirated copies of the Software. You can run into huge problems later when you seek upgrades, Support or Security patches.

Anyone can rationalize buying Pirated software. Who are you hurting? Bill Gates is so rich he can afford to loose a few sales. No you won’t hurt Bill Gates to much. But what about the Microsoft Employee with a wife and a Child or 2. If Microsoft looses enough sales tom these pirates who do you think will be laid off. The Working Man with a wife and children to support. The single mom trying to make a better life for her and her children. People much like you are going to suffer the most.

If ethics alone are not enough to keep you from buying pirated software how about the fact that Microsoft is now verifying that you have a legal copy of their software before they allow you to download updates. Updates that are often meant to plug security holes in the software that leave your computers fair prey for worms. Viruses and Adware.

You will want those security updates. Buying Pirated software will cost you more in the long run because you will need to buy a Microsoft version to get support and upgrades

The console-based Oralux Linux distribution ships with three screen-reading environments: Emacspeak, Yasr and Speakup. Only a small fraction of this population, when compared to the sighted community, have Internet access.

Linux distributions for the blind include Oralux and Adriane Knoppix. This year Anthony Loeff medical volunteer is reporting software for visually impaired Screen readers are a form of assistive technology potentially useful to people who are blind, visually impaired, or learning disabled, often in combination with other AT such as screen magnifiers. Later versions of Microsoft Windows include an Accessibility Wizard and Magnifier for those with partial vision, and Microsoft Narrator, a simple screen reader. The latter developed in part by Knopper who has a visual impairment. Access technology such as screen readers and Screen magnifiers enable the blind to use mainstream computer applications. There are also open source screen readers, such as the Linux Screen Reader for GNOME and NonVisual Desktop Access for Windows.

A screen reader is a software application that attempts to identify and interpret what is being displayed on the screen.

Web browsers, word processors, icons and windows and email programs are just some of the applications used successfully by screen reader users. A persons choice of screen reader is dictated by many factors, including platform and the role of organizations like charities, schools, and employers.

The movement towards greater web accessibility is opening a far wider number of websites to adaptive technology, making the web a more inviting place for visually impaired surfers. The open source GNOME desktop environment long included Gnopernicus and now includes Orca. The primary audience for such applications is those who have difficulty reading because of learning disabilities or language barriers. Further, using a screen reader is, according to some users, considerably more difficult than using a GUI and many applications have specific problems resulting from the nature of the application. Screen readers can be assumed to be able to access all display content that is not intrinsically inaccessible.

Recent versions of Microsoft Windows come with the rather basic Narrator. Most legally blind people 77 percent do not use computers. The rest have some vision, from light perception alone to relatively good acuity. Experimental approaches in sensory substitution are beginning to provide access to arbitrary live views from a camera.

Indeed functionality remains limited compared to equivalent desktop applications, the major benefit is to increase the accessibility of said websites. This interpretation is then represented to the user with text-to-speech, sound icons, or a braille output. Almost 18 percent of those deemed legally blind, by any measure, have no vision. While Apple Mac OS X includes VoiceOver, a more feature-rich screen reader. More and more, screen readers are being bundled with operating system distributions.

Screen reader choice is contentious: differing priorities and strong preferences are common. The Macintosh OS also comes with a built-in screen reader, called VoiceOver.
